Beware, one train can hide another (or the importance of choosing the right CPV)

One of the most important ingredients to achieve that is to make a good tender profile and choose the right CPV codes which are used in public procurement in the EU. If the codes are accurately identified, then the public procurement widgets implemented by our subscribers in their websites will show the contracts in the sectors and countries that really interest their users. In the same way, choosing the right CPV codes when building up a profile to set an alert on public procurement and government contracts in 10ders Alerts, is really important so that the subscriber gets the right alerts in the mail-box.

It seems easy, but this process can sometimes be a tricky one. Not only the CPV code list contains more than 9 000 codes and turns the process of choosing the right one into a digging experience, but one can also be tempted in some occasions by the first results of the search which are maybe not the right ones. It may happen like in the old railway road-crossings where “one train can hide another”, and a title of a contract which is apparently irrelevant for a business really “hides” one which is really interesting.

It also happens that sometimes the names of the CPV can be somehow misleading. Not leaving the railway environment, we recently found a funny example when solving a query from one of our subscribers. Why does a tender about “disposable non-chemical medical consumables and haematological consumables” in Poland appears in a search about rail transport? Easy, it seems that in publishing the tender someone may have mixed the code for “sleepers” with the one for “sleeping pills”.

It is for that reason that since Euroalert was invited to be in the panel of a seminar about public procurement opportunities for Irish construction companies organised by Enterprise Ireland a couple of years ago, it is always a pleasure for us to take part in seminars and workshops whenever one of our partners invites us to talk about these opportunities with their businesses.

The last occasion was on 26 April at a seminar organised by the Spanish Association for the Internationalisation of the Electronics, Information Technology and Telecommunications Companies (Secartys). In this seminar we briefly went through the current situation of public procurement in the European Union and discussed how competitive intelligence techniques are an important contribution to any company's strategy. We also analysed how key information can be obtained from public procurement and government contract notices by using competitive intelligence tools such as Euroalert's and revised a few examples adapted to their own sector.

On February 23 we had the pleasure to take part in a webinar organized by Bureau Veritas Business School and talk about Competitive Intelligence and Public Procurement. It was a great opportunity to share with all the participants Euroalert.net experience in creating value-added Competitive Intelligence services based in public procurement especially designed for SMEs active in exportation.

Over 45 minutes we went through the current situation in European public procurement market and how Competitive Intelligence techniques can be applied in order to enhance the commercial strategies of any company. It was also the case to explain how there are many tools beyond public contracts alerts, such as lists of successful bidders, which can help companies to translate a huge amount of data into useful and manageable knowledge to be used in strategic decisions.

A new review of the functioning of the Common Procurement Vocabulary CPV is on track

Although there is no mandatory frequency, a review of the Common Procurement Vocabulary (CPV) is made about every four years. Since the Official Journal of the EU has recently published the award of the contract for the review of the functioning of the CPV Regulation and codes, a new revision seems to be already on track. These process started back in August 2011, when the DG for the Internal Market and Services announced a contract notice to make a study on the review of the functioning of the coding currently applying to public tenders.

The Common Procurement Vocabulary published by Regulation (EC) 2195/2002 aims to provide public authorities with a common base to formulate their procurement needs and for companies to better identify business opportunities in public procurement procedures. Choosing the right codes according to the purpose of a contract notices is, indeed, one of the key elements to match both parts of the procurement process: the contracting authority and the potential bidders.

CPV codes contribute to define the object of the contract in public procurement notices, easing the purchasing process. Furthermore, this common coding system enhances the cross-border element in procurement by facilitating companies to bid for contracts in other Member states, therefore contributing to a better functioning of the EU Single Market.

The Danish company to whom the contract has been awarded will have to assess whether the current CPV coding system meets the objectives it was established for. It will also have to evaluate if these objectives are actually relevant and if they are achieved in an efficient and effective manner. The contractor will have a period of twelve months to deliver the works, while interviews, analysis, questionnaires and all the necessary evaluation processes will be performed.

Whatever the results of the study and the proposed changes to the CPV will be, Euroalert.net will be vigilant and will adapt all the services just as it was done for the 2008 CPV codes review. These commercial intelligence services based on public procurement designed for SMEs are those which allow, e.g., to track the publication of this particular tender for the review of the CPV, and to know afterwards which company has won the contract.

New rules on thresholds applicable to EU public procurement already published

Today we want to announce you a new change that will affect public procurement market in the European Union. As we already did in the past by detailing you developments such as the introduction of new CPVs in 2008 or the adaptation to the new features put in place by TED in March 2010, this time it is the matter for the changes introduced by Commission Regulation (EU) nº 1251/2011 of 30 November 2011 which modifies procurement Directives in respect to their application thresholds for the procedures for the awards of contract, and was published in the Official Journal on 2 December.

According to this Regulation, the minimum thresholds applicable to public procurement have been slightly increased. Although these changes will not be quite significant, the new figures will nevertheless have to be taken into account both by contracting authorities when launching procurement procedures, and by those companies interested in taking part in bidding processes for public contracts. The new thresholds will enter into force on 1 January 2012 and be applicable for two years.

Therefore, these new thresholds for the publication of public procurement announcements will change from 125,000 to 130,000 Euro in the case of services and supply contracts issued by central government bodies and from 193,000 to 200,000 Euro in the case of other contracting authorities. For services and supply contracts in the case of utilities and defence threshold will now pass for 387,000 to 400,000 Euro. In the case of work contracts and work concessions these figures will pass from 4,845,000 to 5,000,000 Euro.

And the story goes on: In July it was the Spanish newspaper El País that mentioned Euroalert.net in an article about Open Data, and a couple of months later, in September, the economic daily newspaper Cinco Días cited Euroalert.net experience it its analysis about economic opportunities generated by the reuse of public sector information. Now, economic daily Expansión has also published on 18 October its contribution to clarify the real value of the business sector created by open data from public sector. Once again, Euroalert.net is highlighted as one of the pioneering companies in Spain when it comes to take advantage of these opportunities and create value added services for companies all around Europe.

The article entitled "Access to public data, a labyrinth close to solution" (access to PDF full Spanish version) from Mercedes Serraller, gathers the opinions from different parties involved in the Open Data movement in Spain, such as Rafael Rubio, Professor of Constitutional Law at the UCM (Madrid), Nagore de los Rios, director of the Basque Government portal Irekia, or Alvaro Furilo from Pro Bono Público Association.

Spanish newspaper Cinco Días reviews economic opportunities of information reuse and turns its eyes towards Euroalert.net

Reached this point of year 2010, there is one thing which is quite clear by now: open data movement is a top value and it is here to stay. Throughout the whole year a lot of announcements have been made by administrations, businesses and citizen movements, which have all added efforts in order to make public sector information reuse to gain momentum. Today, it has been the case for the Spanish economic daily Cinco Días, which has published an article in its SME supplement making an overview of business opportunities brought by public open data in machine readable formats suitable for automatic processing (here you have a pdf version of the article – sorry, it is only available in Spanish).

In July, it was the newspaper El País who mentioned Euroalert.net as an example in its article about public open data, and now it is Cinco Días' turn to include Euroalert.net among the reference services regarding the creation of value from public sector information. We are really proud to be mentioned with companies such as LegalSolo or projects of great benefit to Catalan citizens as Rodalia.info, a group of excellent entrepreneurs with whom we share values and concerns. It was a real pleasure having the opportunity to meet them in person at the PSI Meeting 2010 organized by Project Aporta and ePSIplatform.

It is quite good news to know that not only Obama, Gordon Brown or David Cameron listened to the call from the web creator Sir Tim Berners-Lee to flood the web with public data in order to create new products and services. Although Spain has still a long way to walk to reach the point of pioneer countries, the fact that financial newspapers show interest for the potential of the sector as a source of business opportunities, will certainly help to make improvements and maybe to create new political bets. For the moment we stick to two good examples of public initiatives mentioned in the article which have been put forward by the Government of the Basque Country (Open Data Euskadi) and the Government from the Principality of Asturias, as main Spanish references regarding public open data.

Once again, we really must thank you, all members of Euroalert.net community, for your daily support which is helping us to grow and gain relevance in on-line information about the European Union for companies and institutions. But above all, this recognition gives us more support to keep on working with even more determination in order for Euroalert.net to create the first pan-European platform for information services in international public procurement.

"Different and curious" Public Contracts of Euroalert.net that are Mentioned on the Article of El País

As all of those who follow us are already aware of, Euroalert.net tries to be very active in the public sector information reuse community in Europe. This is something that has been shown several times on the forums Euroalert.net has attended to talk about its experience in creating value from European public contract information.

For this reason, now, when one of Spain's national newspapers of biggest daily circulation like El País, echoes this phenomenon of Public Administration releasing public data and mentions Euroalert.net among the private initiatives dedicated to give it added value, we really feel very proud because of the recognition. Naiara Galarraga's article talks about the situation of the movement that pursues open data as part of the Open Government initiatives and cites opinions of relevant Spanish people like Alberto Ortiz de Zárate form Basque Government, Jose Manuel Alonso from CTIC Foundation, Aitor García from Asociación Pro Bono Público or Sebastián Muriel General Manager at Red.es, among many others. We had the opportunity to share with them the PSI Meeting 2010 that got European Open Data Community together in Madrid, called by Proyecto Aporta and ePSIPlatform.

So, with the same spirit of free information and data access, and due to the wave of emails received asking us to told them which were the calls for tenders mentioned by the article of El País, here you have a "public contracts' appetizer", some funny and others curious:

• Curious, for instance, is the call for tenders for the supply of berets to the French Army (up to now we don't know who has wined it and which is the total amount, so you will have to pay attention to Euroalert.net ;-)...)
• What is the purpose of the Danish Maersk Oil company with the publication of a public tender about Christmas tree supply is something we really don't know... The question is that not any thing is a Christmas tree..., it seems that the cpv was not right this time, or maybe is that the well-heads are to "decorate" the tree...?
• The UK Government Department for International Development awarded four contracts of supply of condoms to support a cooperation and prevention HIV contagion Program.
• And the jewel of the crown, the contract with the highest value: the award of a contract with a value of 3,359,928,000 GBP by Highways Agency, for hiring of construction works of highways and roads in the UK.

Euroalert.net gets ready for the changes in the new TED website

As you all know Euroalert.net publishes and distributes a set of different information products related to public procurement announcements from European Union countries which are published in the OJEU. This means that we follow closely any change made by the Office of Publications of the European Union regarding the structure and characteristics of the publication of these public procurement notices.


A few changes, which can probably be considered as some of the most relevant ones affecting public tendering information and publication in recent times, will take place in the coming days: the new TED website will be available from March 16th, changing its interface and some of its functionalities. As we all know big changes sometimes cause some inconveniences to users, as it will be the case with the loss of saved search profiles for TED users, which will have to be saved and redefined in the new system once the new TED site is launched.

Since the announcement of the migration a couple of months ago, we started working to ensure that as far as possible any of Euroalert.net users and subscribers will be affected by the changes to be introduced in TED website. This changes will restructure essential elements such as NUTS codes and some other characteristics for filtering announcement and notices.

This month Euroalert.net will be in Dublin sharing its experience at Enterprise Ireland seminar

One of the things Euroalert.net enjoys the most, is sharing its knowledge and savoir-faire with all the Community, and that's what we are doing again. After some events last year, such as the participation in FICOD 2009, the contribution to the open-data community such as the release of data about the UK public bodies which publish procurement announcements in the OJEU, or new features like the initiative 10ders Observatory, which offers some free insights on public procurement in the EU, Euroalert.net is now travelling to Ireland.

Enterprise Ireland, the Government's agency for the development and promotion of Irish business sector, with whom Euroalert.net is proud to be collaborating, has kindly invited Gateway SCS CEO, José Luis Marín, to be one of the panellists in a seminar organized by EI which is taking place in Dublin on February 23rd 2010. There, we will try to contribute with Euroalert.net expertise in tenders and public procurement contracts as well as project funding opportunities across the European Union.

For over the past months, Enterprise Ireland, has been promoting Ireland Construct, a new initiative which gathers some of the leading Irish construction companies with the objective to help them to achieve strong positions in global markets. For that purpose, Enterprise Ireland is bringing them some useful information and tools to facilitate this target, such as the advice of qualified experts, or specific events like the one we will be participating. Within this framework, this seminar aims to help these companies to acquire better knowledge about the Dutch construction sector.

The companies to which this seminar is addressed are trying to break into the Dutch construction market, and so José Luis Marín will present them Euroalert.net recommendations for "Digging business leads out of the internet", transmitting our know-how in getting the most out of information systems and social networking, and giving some clues that might help to access commercial opportunities in the Dutch construction sector.

We must say that we are really proud of this new opportunity to contribute to the community. Euroalert.net contributes a list of UK Public Bodies to open data project

It is nothing new for those who already know us that in Euroalert.net we have a strong commitment to open data community, and other collaborative efforts related with open knowledge.

For this reason, and due to an open request made by Jonathan Gray on Twitter, to build a canonical list of United Kingdom public bodies, we have decided to release the list of UK authorities that have announced public contracts in the OJEU since April 2008, extracted from 10ders observatory.

We are contributing this list to the Comprehensive Knowledge Archive Network (CKAN), a registry of open knowledge packages and projects, which is hosted by The Open Knowledge Foundation, an organization whose community coordinator is Jonathan Gray. Both the CKAN code and data are open: free for anyone to use and reuse.

As you see, this is another example of our willingness to make the reuse of public sector information and open data an increasingly more visible fact. We want to support the UK government initiative data.gov.uk, and so, we really hope that this collaborative effort would be a step towards a greater openness in public information.

10ders observatory: Tender announcements grow in the third quarter of 2009, but still less than contract awards figures

In the third quarter of 2009, at the same time that the first statistics showing positive data in terms of economic growth in Europe were published, the amount of calls for tenders announcements published by European public administrations in the OJEU also increased. In the European Union as a whole (EU27), the number of tender announcements published during the 3rd quarter of 2009 increased by 3.73% over the previous quarter, and 2.04% compared to the 3rd quarter of 2008. Furthermore, rates in terms of growth in the number of contracts announced have been significantly higher in the Euro area (UE16): 4.98% towards 2nd quarter of the year, and 5.10% over the same period in 2008.



Luxembourg and Portugal were the two Member states with the highest increase in the number of tender announcements issued by public administrations and entities, showing figures of 42.64% and 34.17% respectively, while the most important drops in EU27 have been registered in Finland (-21.4%) and Slovenia (-18.90%).

There are also some notorious cases depending on the nature of contracts, such as the fall in public works tender announcements in Bulgaria (-77.42%) or the service contracts notices published in the Czech Republic (-26.39%), as well as the growth in the amount of supply contracts announced in Germany (16.72%) during this period.

Compared with the third quarter of 2008, data for the same period in 2009 show a specially significant growth in the number of contracts announced in Hungary (23.02%) and Germany (20.52%), while the most important falls were registered in Ireland (-23.68%) and Romania (-27.14%).

According to 10ders observatory estimations, and considering all Member States, the amount of contract awards published by EU governments and other public entities in the OJEU rose by 10.78% towards the second quarter of 2009 and by 13.12% towards the 3rd quarter of 2008. This growth registered over the previous quarter of the year was much higher in the Euro area (UE16): 17.35%, being mainly driven by the increase in the award of public works contracts (19.23%) in countries such as Germany (22.74%) and France (30.60%) and despite the fall in Belgium (-4.52%), Ireland (-23.08%) and the Netherlands (-11.11%).


The strong growth in the amount of public procurement contracts awarded in Germany during the 3rd quarter of 2009 (25.94%) in relation to the 2nd quarter of the year, and more particularly the growth in supply contracts awarded in Portugal (41.10%) and service contracts awarded in Austria (38.67%), are in contrast with the declines in the number of contracts awarded both for public works and services in Bulgaria (-39.47% and -55.10% respectively), as well as the strong decrease of supply contracts awarded in Denmark (-40.76%).

Compared with the same period in 2008, Poland shows a significant increase in the number of service contracts awarded (114.24%), while Ireland and Greece stand out for their fall in the award of supply contracts (-40.58%) and public works contracts (-60.42%) respectively.
